DENVER—Backers of a constitutional cap on government spending and taxing are trying to rally support to defend the measure that critics say has hobbled Colorado state government.
A small but vocal crowd gathered at the state Capitol Friday to plot their defense of the Taxpayer’s Bill of Rights, or TABOR. The group included Republican lawmakers and Douglas Bruce, who wrote TABOR.
The amendment approved by Colorado voters in 1992 limits taxes and the growth in government revenue. Supporters are preparing to fight any efforts to further reduce TABOR’s scope.
A referendum passed in 2005 to suspend some of TABOR’s restrictions expires next year.
