The winner: Carol Wendt, Denver: This extremely fashionable but slightly misguided witch is the creation of Sarah Brinkmann, and is located in front of Sarah’s business, Great Divide Insurance Company in Frasier. Sarah has lived in the Frasier Valley for 10 years, and recently bought the building for her business. She hopes the community enjoys her Halloween spirit.
