SACRAMENTO, Calif. — The state legislature passed wide-ranging water legislation Wednesday that includes an $11 billion bond package. Lawmakers worked through the night adopting a set of measures dealing with such diverse issues as urban water conservation, groundwater monitoring and management of the Sacramento-San Joaquin Delta, the collapsing center of the state’s complex plumbing system.
