JERUSALEM — Seeking to lower expectations of an imminent deal with the militant Islamic group Hamas to exchange a captured Israeli soldier for hundreds of Palestinian prisoners, Prime Minister Benjamin Netanyahu said Tuesday no agreement had been reached.

“There is still no deal, and I do not know if there will be one,” Netanyahu said as he toured the national police headquarters.

His remarks came as Hamas’ leaders gathered in Cairo for talks mediated by Egyptian and German officials on the terms of a possible exchange, and they may have been partly intended as last-minute brinkmanship by the Israelis.
