“Untreatable” sex offender jailed in Boulder on suspicion of touching child

BOULDER — A convicted sex offender — who has a long history of sexual crimes against children and was deemed “untreatable” by a judge in 2002 — was arrested in Boulder again Wednesday on suspicion of touching a child’s buttocks at a party, according to Boulder police.

Scott Newcomb, 38, of Boulder, is being held at the Boulder County Jail on suspicion of sexual assault on a child after a Boulder mother called officers last week to report that an unknown man touched her young daughter at a party.

The mother told police that she, her husband and their daughter, who is under age 10, were at the gathering in the 2800 block of 28th Street on Nov. 22, and — about 6:30 p.m. — she noticed an unknown man standing by her child, said Boulder police spokeswoman Sarah Huntley. The man said he was tickling the child, but the girl told her mother that he touched her buttocks, Huntley said.

The mother reported the incident to police the next day, and officers worked with other people at the party to identify Newcomb as a suspect, Huntley said. The mother identified him in a sex-offender lineup, she said, and police arrested him at his Boulder home Wednesday.
