SEOUL, South Korea — South Korean officials traveled today into North Korea for talks on a joint industrial complex just days after the North renewed tensions between the neighbors by firing artillery toward their disputed sea border.

Despite the flare-up in border tension, a 17-member delegation of South Koreans crossed into North Korea via the heavily fortified land border early today to discuss how to develop their joint factory park in Kaesong, just north of the border, according to Seoul’s Unification Ministry.
