Raises this year may disappoint.

Companies are budgeting to give 2.8 percent raises, on average, to salary workers outside the top executives, according to the Conference Board. That is the lowest level the group has recorded in the 25 years it has conducted the survey.

Bankers look set to receive the lowest average raises — 2 percent — and consultants the highest — 3 percent. In each of the three prior recessions, pay trends began to accelerate years after employment bottomed, according to the Conference Board.
