Highlights from the Legislature on Tuesday:

— Gov. Bill Ritter has signed a bill that cuts state employee retiree benefits to prevent the pension system from going broke. Ritter said the bill (Senate Bill 1) represents a difficult but necessary decision that will require shared sacrifice and shared solutions from public employers and employees without imposing an unfair or undue burden.

— The House gave approved and sent to the Senate a bill (House Bill 1212) that would allow the Department of Revenue to come up with rules to waive late fees on vehicle registrations after taxpayers complained the new rules were unfairly being enforced.

— The House approved and sent to the Senate a measure (House Bill 1211) that would reduce the penalty for late vehicle registration for small trailers.

— Rep. John Kefalas, D-Fort Collins, says minors should be required to wear helmets when riding anything with wheels. House Bill 1147 would educate children on bike and pedestrian safety and require them to wear a helmet when riding their bikes. The bill passed in the House Transportation Committee with a 7-2 vote.

New bills:

— Drug users could end up spending less time behind bars to free up more money for treatment under an overhaul of the state’s drug laws (House Bill 1352).
