BOULDER — Authorities won’t prosecute a man who addressed the Boulder City Council while wearing only boxer shorts and who was arrested after police alleged he refused to leave the podium.
The Boulder City Attorney’s office said Friday the officer had probable cause to arrest 43-year-old Seth Brigham. But officials say there was also confusion during the meeting two weeks ago about what is the proper procedure for asking someone to leave.
