CHICAGO — A federal court says a man accused of scouting Mumbai, India, before a 2008 terrorist rampage plans to change his plea of not guilty.

David Coleman Headley had pleaded not guilty to charges that include conspiring to bomb public places in India and aiding and abetting the murder of American citizens killed during the attack. But the court posted notice Tuesday that Headley will change his plea Thursday.
