WASHINGTON — Supreme Court nominee Elena Kagan is stepping aside as solicitor general during her confirmation process. Kagan wrote a letter to the Supreme Court on Monday, saying her deputy, Neal Kumar Katyal, will serve as acting solicitor general in light of her nomination.
