“SCOUNDRELS,” 8 p.m., KMGH-Channel 7 Two ABC summer series premiere tonight. First, a new dramedy starring Virginia Madsen (“Sideways”), adapted from the New Zealand series “Outrageous Fortune.” When the patriarch of a family of small-town criminals is sentenced to a lengthy prison term, mom (Madsen) must care for the criminal brood; she wants her family to go straight.
