MEXICO CITY — Tropical Storm Celia formed Saturday over the Pacific Ocean off the coast of southern Mexico, and forecasters said it was headed farther out to sea. Celia was centered about 335 miles south-southeast of Acapulco. Maximum sustained winds were 45 mph.
