SAN DIEGO — The Coast Guard filed criminal charges Thursday against four petty officers who were in a patrol boat that slammed into a civilian craft during a Christmas parade on San Diego Bay, killing an 8- year-old boy and injuring five others. The four face charges of involuntary manslaughter and dereliction of duty.
