LOUISVILLE — Vestas Wind Systems plans to open a research-and-development office in Boulder County that will employ up to 240 people over the next several years. The Danish company announced its plan Tuesday during a Louisville City Council meeting. Vestas has three Colorado plants that make wind-turbine components. It expects to hire up to 100 people in the first year in its new office.
