CANON CITY, Colo.—A draft environmental impact statement will be released July 16 on a plan to drape fabric over sections of the Arkansas River in Colorado.

The project, called Over the River, was created by the artists Christo and his late wife, Jeanne-Claude.

A system of anchors, frames and cables would be used to suspend 5.9 miles of fabric across eight spots along a 42-mile stretch of the Arkansas between the towns of Salida and Canon City.

The environmental study is required because the federal Bureau of Land Management has jurisdiction over much of the land.

The BLM says the study will include seven alternatives, including not allowing the project.
