ZAMBOANGA, Philippines — A Philippine governor, Sulu Gov. Sakur Tan, who led a military campaign against Muslim militants, said today he believed he was the target of a bombing at the airport in the southern city of Zamboanga that grazed him and killed two other people, including one of the attackers.
