DENVER—A toll road around Denver’s eastern edge is changing its billing system amid complaints about the current method.

E-470 takes photos of license plates and mails bills to the vehicle owners if they don’t have an “ExpressToll” transponder.

Several people say the first bill they got said their tolls were overdue and demand heavy penalties and fees.

In September, the E-470 Public Highway Authority will let drivers set up accounts to cover costs incurred by photo-imaging of plates, the same as transponder holders.

Jaime Witkamp of Parker tells The Denver Post she was billed more than $2,500 for $72.50 in overdue tolls. She says she never received the original bill.

Witkamp says officials eventually agreed she owned only $72.50.
