DENVER—The former director of construction at the Fort Carson Army base pleaded guilty Thursday to allegations that he failed to disclose nearly $3,400 in gifts from a contractor doing business with the Army.

William T. Armstrong pleaded guilty to one count of making a false statement to the Army when he failed to disclose the gifts on a form he filled out in January 2008. He faces up to five years in prison and a fine of $250,000 when he is sentenced Dec. 2.

Prosecutors alleged that Armstrong received the gifts in May 2007. They said the investigation is ongoing, but a Justice Department spokeswoman declined to say if more arrests are expected.

Details, including which contractor gave Armstrong the gifts or what he received, were not included in court documents. Armstrong’s attorney, David Miller, didn’t immediately return messages.

Armstrong worked as construction division chief at the post’s Directorate of Contracting, which is responsible for $160 million in spending per year, according to its website.

Fort Carson, south of Colorado Springs, is in the midst of a construction boom that will include new housing, dining halls, maintenance shops and other buildings.
