WASHINGTON — The Obama administration is offering to add more than $5 billion in funding for the U.S. nuclear stockpile in a deal that it hopes will win enough Republican support for approval of a nuclear arms control treaty with Russia.
A congressional aide said White House officials outlined the proposal to Republican Sen. Jon Kyl of Arizona. Kyl is seen as key to winning approval of the New START treaty. The aide spoke on condition of anonymity because he was not authorized to comment.
