Two Denver parking enforcement officers have been accused of conspiring to issue a fraudulent parking citation to a motorist who argued with one of the men.
Eric Madril, 30, was charged with conspiracy to commit forgery. John Culhane, 44, is charged with forgery and conspiracy to commit forgery.
The conspiracy charge is a class 6 felony; the forgery, a class 5 felony.
The charges allege that on Aug. 19, 2009, Madril conspired with Culhane to issue a fraudulent parking citation to a driver with whom Madril had earlier been involved in a verbal confrontation.
A 9News investigation indicated that the motorist, Joshua Miscles of Denver, had run into a bank to cash a check. When he came out, Madril had issued him a ticket for not having a front license plate.
Miscles told the TV station he had the license plate, but it was in his window because there were no holes on his bumper to place it on the front of his car.
Miscles said he called Madril a “meter maid” and told him to get a real job.
Miscles then drove off. A few days later he received a second ticket in the mail claiming he had parked in a handicapped-parking spot. The second ticket was written by Culhane. It is alleged that the second ticket was a fraudulent citation.
Both men have been released from custody on bond.
