LONDON — Conditions improved Wednesday at delay-plagued Heathrow Airport, where about 70 percent of the scheduled flights were operating after days of weather-related chaos. A spokesman for BAA, which owns and operates the airport, said it hoped for a normal schedule at Heathrow today.
