CHICAGO — A Cook County judge upheld on Tuesday an election board’s decision to keep ex-White House chief of staff Rahm Emanuel on the Chicago mayoral ballot. Attorney Burt Odelson, who represents two Chicago voters who have challenged Emanuel’s residency, plans to appeal.
