The Minnesota Public Utilities Commission approved the pending merger between Denver-based Qwest and Century Link, the companies said Thursday.
The companies agreed to invest at least $50 million in broadband infrastructure in Minnesota over five years.
The deal still requires approval from Oregon, Washington and the Federal Communications Commission.
