Trinchera Ranch is asking the Colorado Public Utilities Commission to reconsider its approval of a power line over La Veta Pass into the San Luis Valley.

Tri-State Generation and Transmission Association and Xcel Energy want to build the 136-mile-long, $180 million high-voltage line.

Tri-State says the line is needed to ensure reliability. Xcel said it will use the line to bring solar power out of the valley.

The PUC approved the project Feb. 11. The line would cut across Trinchera, which is owned by hedge-fund billionaire Louis Bacon.

Trinchera said in a filing that the PUC erred in removing a requirement, imposed by an administrative law judge, that Xcel refund 50 percent of its costs to ratepayers if it didn’t put 700 megawatts of new generation on the line in 10 years.

The request also said that both Xcel and Tri-State had overstated the need for the new line and that Trinchera testimony on the issue had not been allowed.

The commission has until the middle of May to respond to the requests.
