Highlights from the Colorado Legislature on Wednesday:
— A partisan stare-down on the final day of the Colorado Legislature ended with Republicans blinking on their position on a key bill. The Republican House and Democratic Senate faced a special session if they could not agree on a routine regulatory measure that included a last-minute GOP amendment to help payday lenders. Democrats would not agree to that amendment.
— The House and Senate both voted unanimously to override Gov. John Hickenlooper’s vetoes of several budget footnotes, which the governor argued exceeded legislative authority.
— Republicans and Democrats wasted no time taking their fight over congressional redistricting to court. Both parties filed lawsuits asking a Denver district court judge to make the rules.
— A bill to reduce bullying in schools, require each school district to adopt a comprehensive anti-bullying policy, and create a grant program to which schools can apply in order to fund bullying prevention programs (House Bill 1254) won final approval and now goes to the governor.
— The House approved and sent to the governor a bill that would help some landowners appealing conservation-easement tax credits that were later denied. The measure (House Bill 1300) would allow property owners to go directly to district court to dispute the state’s assessment, or give the state Department of Revenue three years to settle disputes administratively.
— Lawmakers also sent to the governor new medical marijuana regulations (House Bill 1043), a tax amnesty period (House Bill 184) and a bill allowing restorative justice measures in adult court (House Bill 1032).
— Senate President Brandon Shaffer apologized after the session concluded for directing his chamber to reject GOP bills without a hearing on Wednesday. Those measures included a bill allowing all-terrain vehicles on roads (House Bill 1264) and opting out of the federal health care law (House Bill 1273).
