ISLAMABAD — Top U.S. diplomatic and military officials are in Pakistan to repair badly frayed relations. U.S. Secretary of State Hillary Rodham Clinton joined Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, to deliver a twofold message today. Amid frustration in both countries over the other’s priorities, the U.S. delegation is asking for specific counterterrorism help, and warning that billions of dollars in U.S. aid may be on the line.
