COLORADO SPRINGS, Colo.—Colorado Springs new mayor has ordered a hiring freeze and no raises for city employees in his first state of the city address.
Steve Bach says it will be hard to make a big impact on the 2012 budget, but he wants to get started.
Bach tells KKTV-TV that every department will now have to prove why they are needed and how the city can do the job most efficiently.
