A man whose 13 horses were confiscated from his rural Evans property two weeks ago — many of them with ribs showing and other ailments — was issued summonses Thursday, charging him with seven counts of misdemeanor cruelty to animals.

However, the owner of the horses and the man who received the summonses, Jose Louis Meza-Franco, 33, may pay a bond today and reclaim the horses.

According to Colorado law, Meza-Franco has the right to pay for the horses’ feeding and care, and then take them back to his property until the case is resolved, or other charges are filed.

According to Gary Schwartz, the head Animal Control Officer for Weld County, Meza-Franco told him Thursday that he was planning to reclaim his horses today.
