ASPEN, Colo.—Pitkin County commissioners are considering a plan to raise property taxes as much as 19 percent to support social services and senior citizen assistance programs.

The Healthy Community Fund that pays for the services is set to expire at the end of next year at a time when federal funding is decreasing and demand is soaring.

In 2003, the fund backed 29 local agencies. This year, more than three times as many groups requested funding, according to the Aspen Daily News.
