AURORA, Colo.—Aurora city officials are defending a plan to declare a new development blighted to help build a huge hotel and stock-show facility in Aurora.

Assistant City Attorney Mike Hyman says what began as a way for cities to clear and redevelop slums is now widely used as an incentive to attract projects.

The declaration on 125 acres near Denver International Airport would provide $100 million of the $300 million in incentives Aurora has promised to developers, according to the Denver Post.
