The remains of what was once Hurricane Irene blew into Quebec on Monday morning and moved across parts of eastern Canada. It was expected to head out into the Atlantic Ocean. About 90,500 people were without power in Quebec, as were another 31,000 in New Brunswick, according to Canada’s RDI television network.
