UNITED NATIONS — Iraq’s foreign minister says he believes there will be an agreement with Washington to train his country’s military after U.S. troops depart at the end of 2011 and that talks are underway in Baghdad. Hoshyar Zebari said Tuesday that “we’re looking to October for these talks to move forward.”

The Obama administration is considering 3,000 to 5,000 troops for an Iraqi training mission, according to U.S. officials, but Zebari would not discuss numbers.
