LA PAZ, Bolivia — Bolivia’s vice president says U.S. drug agents will not be returning to his country despite the newly announced normalization of diplomatic relations. Vice President Alvaro Garcia said the Drug Enforcement Administration “was a mechanism of political blackmail” and is not welcome back.

Bolivia and Washington signed an agreement Monday to restore full diplomatic ties three years after the Andean nation’s leftist government expelled the U.S. ambassador and the DEA for allegedly inciting the opposition.
