WASHINGTON — House Republicans who hoped to pick up four more seats from Texas next year suffered a sharp setback Tuesday when a federal court panel refused to approve the GOP’s new map for congressional districts in Texas.

The state, which already has 32 seats in Congress, is due to get four more. And the GOP map was seen as giving Republicans a clear advantage to win all four.

But the three judges — including two named by President George W. Bush — said they saw merit in the objections raised by the Obama administration’s voting-rights lawyers that Texas had denied fair representation to the state’s growing Latino population.
