BOULDER  —- Boulder needs to continue funding programs that reduce greenhouse-gas emissions, the City Council generally agreed Tuesday night.

But whether to ask voters to extend an expiring sales tax for that purpose remains under debate.

The council met in a study session to discuss the future of the city’s Climate Action Plan — which outlines how the city will address climate change — and the associated sales tax, which funds programs aimed at reaching those goals.

The carbon tax was approved by voters in 2006 and is set to expire in March 2013. The tax is collected by Xcel Energy on utility bills and generates about $1 million a year for city programs aimed at addressing climate change.
