CASTLE ROCK, Colo.—Douglas County school officials are trying to explain how they ended up with a $66 million budget surplus after making big cuts, including administrator jobs and 177 teachers.
Superintendent Elizabeth Celania-Fagen says some of the money came from unexpected savings in energy costs and employee buyouts.
According to the Denver Post ( ), school officials plan to keep some of the money to avoid further cuts this year.
