DENVER—A federal judge is considering legal challenges to a Colorado law that sets strict limits on ballot petitions.

Activists told the judge on Monday that the 2009 law will increase costs so much that it could prevent average citizens from trying to get an initiative on the ballot.

According to the Denver Post ( ), activists are suing the Secretary of State to stop him from enforcing the law, which prohibits petition circulators from being paid by the signature.
