Jerry Rhea, former owner of Quality Paving and Quality Resurfacing, has appealed his 9-year prison sentence in a scandal that saw Adams County taxpayers defrauded of at least $1.8 million.
Though Rhea was to turn himself in by 10 a.m. last Friday, he was allowed to remain free until a hearing on his appeal, scheduled for 9:30 a.m. Thursday.
earlier this month when Judge Steven Eugene Shinn ordered him to serve 9 years behind bars for his role in a scheme that robbed Adams County of about $1.8 million in tax money for road work that was never done.
In February, he had been convicted of 23 counts of theft and influencing a public servant following a four-week trial. The counts were later consolidated into five higher-level felony counts.
A total of seven people have been charged in connection to the same scheme, including Rhea.
Quality Paving and Quality Resurfacing — 13 years — earlier this year.
An investigation into Adams County is ongoing.
