ASPEN, Colo.—The Aspen City Council is moving forward with a policy that would limit construction of housing over commercial buildings.
Mayor Mick Ireland argued Monday that top floor residential units drive up real estate prices and push out commercial businesses on the lower floors.
According to the Aspen Daily News ( ), business leaders told the council they need residential housing to help pay the costs.
The council has asked the staff to draw up a proposed ordinance.
