LONGMONT, Colo.—It took eight votes Monday for the Longmont City Council to elect a mayor pro tem.

On the eighth ballot, Brian Bagley was declared the winner among three candidates.

The Longmont Times-Call reports ( ) says the stalemate occurred because there is no discussion among councilors before a secret vote is taken.

The mayor pro tem fills in when the mayor is absent.
