The State Department released its long-awaited on the Keystone XL oil pipeline last Friday, saying the project poses no major environmental concerns.
The report said the pipeline, which would bring oil derived from the tar sands of western Canada, would affect climate change no more than bringing the same oil to the U.S. by rail or highway.
Environmental groups say that the pipeline will worsen carbon pollution and that there is a significant risk of a disaster if it breaks.
Secretary of State John Kerry will make a final recommendation to President Obama, who then has 90 days to decide on whether he supports it.
