DENVER—Colorado Democrats have won recent battles over who draws the lines of the state’s seven congressional districts. But they have found that making the maps doesn’t guarantee a win.
Nationally, Republicans have been able to define where congressional districts begin and end. That’s helped them hold the U.S. House of Representatives and insulate them from public opinion on several issues.
But the picture looks different in Colorado. After the 2010 census, Democrats convinced a judge to redraw congressional districts the way they wanted. That moved one Republican congressman from a safe seat into a swing district. He still won re-election in 2012. And the GOP still holds a 4-3 majority of congressional seats in Colorado.
