Shackling juveniles in our court system shows them that we mean business when they end up there. In this day and age, too many children are not being held accountable for their bad behaviors at home, in school or out in society. According to the movie “Scared Straight!” these kids will learn way more from being treated like the budding criminals they may be than from being babied.
