Westminster gave final approval Monday to a vision plan that promises resuscitate the mostly vacant site where the Westminster Mall once sat.

The city council . The same vote breakdown occurred this week, with Councilman Bruce Baker once again representing the sole “no” vote.

Specifically, the council approved a rezoning of the 105-acre site at the southwest corner of U.S. 36 and Sheridan Boulevard and adopted a specific development plan with a goal of turning the one-time big-box retail center into multi-use transit-oriented development, complete with urban residences, retail outlets and office space.

Roads and utilities could begin going in at the site early next year, with the first buildings going up in the summer. Lead developer on the project, Oliver McMillan, is partnering with the city in the overhaul effort.
