The state’s 2014 budget has surplus funds that need to be returned to voters. With the price of oil currently so low, maybe Colorado voters would approve using the surplus funds to purchase mineral rights beneath land in Front Range communities where fracking is probably going to happen. We could then send all the out-of-state oil investors packing for good. I hope the governor and the state legislature might consider this together.
