
AURORA — Five members of the Aurora City Council have no confidence in City Manager Skip Noe, and said as much with a vote during the regular meeting Monday.
Council member Barb Cleland made a motion that was seconded by council member Sally Mounier, declaring their displeasure with the way the city manager handles interpersonal relationships with some members of council.
A “vote of no confidence” carries no disciplinary action; it simply renounces the city manager’s performance.
“I just want to be treated the way the rest of council is, and I think that as a council member I have been disrespected by the city manager on many occasions,” Cleland said. “We have suggested for two years under annual performance reviews that there are several of us with issues. We hoped things would change and they just haven’t.”
Performance reviews on the city manager are done annually. The last one was completed in December.
“I did get a performance evaluation. It was positive and included an adjustment in my salary,” Noe said. “From my standpoint, I think things are going very well.”
He cited collaborative projects, such as the city’s consistently balanced budget and increased business activity, that back up his job performance.
Noe said he did not see the vote of no confidence coming. He said that none of the council members have discussed their concerns with him.
“I accept the fact that criticism comes with the territory, I get that,” Noe said after the meeting ended. “I certainly am open and willing to have a conversation with council as a whole in the appropriate forum about any aspect of my performance.”
The vote of no confidence needed approval from two-thirds of the City Council to be formally recognized, which it did not get. More than half of council — Debi Hunter Holan, Bob LeGare, Brad Pierce, Bob Broom, Bob Roth and Mayor Steve Hogan — did not agree with the motion so it died.
