The 22-year-old owner of the dehydrated dog found wandering in Westminster earlier this week with its snout and neck taped up has been identified and charged.
Keenan Starbuck was charged with animal cruelty and animal neglect after admitting to Westminster police investigators that he taped up his dog, authorities said. Starbuck has also voluntarily surrendered ownership of the 8-year-old Australian Shepherd.
The dog was found Wednesday morning wandering near West 75th Avenue and Knox Place.
