Re: “Averting a budget smashup,” Aug. 30 Vincent Carroll column.
Vincent Carroll’s column nicely explains that the core problems for Colorado’s budget require a trade-off between the Taxpayer’s Bill of Rights’ revenue cap and the constitutional mandate to maintain school funding. A complete approach should add a provision to require savings of some revenues in prosperous years. TABOR unmodified makes saving difficult by classifying saving as spending, subjected to TABOR’s revenue limit. Exempting some savings from the revenue cap would even out public funds, making it easier to maintain school support.
