The Colorado Department of Transportation is launching a pilot program to study taxing drivers by miles driven, rather than charging a tax at the fuel pump.

A fair and equitable method to fund road repair and usage must account for resident and out-of-state vehicles, including everything from semis to electric cars. The key factor in road wear is the weight of the vehicle on the road. One way to fairly tax for road usage would include a ton/mile tax that would be assessed at vehicle registration. Including current mileage when renewing a vehicle registration would allow for computation of the ton/mile tax based on the mileage and the vehicle weight. To allow for out-of-state registration and tourist travel, Colorado registration would include a 10percent fuel tax reduction at the pump. Colorado fuel tax would be increased 10percent to compensate for the resident reduction and allow out-of-state registration vehicles and tourists to pay their fair share.
